Does anyone know of a good but inexpensive off-site caterer in Baltimore?

You should check out Putting on the Ritz. They are based out of Laurel, but travel to over 200 off site locations. If you can, talk to Karen Foulkrod. She is extremely helpful, and will work with any price point you need. They also have a website.

One of the caterers I met with is Squires. They've got a restaurant in the Dundalk area. I went with another caterer, but Squires' menu and prices looked good. They do mostly buffets, if that makes any difference to you.

I met with Richard Bell. He knows his stuff, and was very helpful.

Website: www.squirescafe.com. Their menus are there, though they haven't posted prices for their offsite catering, it looks like.

For what it's worth, I've had their pizza, and it's excellent.

We liked them too. They seemed responsive and the food was great!
