I know this isn't for everyone, but I thought I would share how my husband and I cut some costs on our invites just in case it might be helpful to others out there. We ordered some plain white single stock card invites from one of the stationary printers. These invites were far less than many of the other pretty vellum layered invitations because they were basic white cards. We bought a mini-whole punch, vellum paper, and white ribbon. When the cards came back, we punched two equally spaced wholes in the top of the card, and used the ribbon to attach a sheet of vellum to the front. You could not tell the difference between our invites and others sold for twice as much, or more. It took some extra work to cut the vellum and ribbon to the right size, but once we got the hang of it, it went pretty fast. The ribbon ends we sealed with a small dab of nail polish.
