Does anyone know an inexpensive source for folders for programs? I want ot print them myself to save money but would like nice folders.
I think that you could make a nice program if you printed it yourself and used a bond paper. You can purchase bond paper at any office supply store. It comes in various colors and it is somewhat thick like an invitation. You can make your program unique by scanning in a picture for the cover, using ribbon or some other item as decoration on the spine, adding a special poem, and also including your vows. An additional paper idea would be to use the handmade paper that is sold in stores. It has a really nice look and you wouldn't need any additional decoration.
Some ideas for programs are on http://www.marthastewart.com Although Im sure there are others out there on the web.

I found a paper shop on-line that has pretty reasonably priced thicker paper and card stock in multiple colors. It is at www.tradersect.ebz.com/US/ I have not ordered anything from them, so I don't know how reputable they are, but they seem to have good prices. Also, a company called Paper Direct sells program paper. They are on-line at www.paperdirect.com or you can call for a catalog at 1-800-272-7377.

I have seen some 3 panel programs at places like Office Depot or Staples in their specialty paper section. It's fairly inexpensive. The specialty paper companies also have their own web sites where you can search - but then you have to pay shipping costs. Paper Direct is another source I have used - they have a mail order catalog and website.

I found a bunch of different progams on Ebay (search for "wedding programs". I was able to get 100 for $35.00, very pretty, with roses/sheet music on the front and "Today I Will Marry My Friend"

Here is what I'm doing. I bought a ream for paper from Kelly Paper (nice 80 lb coverstock) that I'm using for my invites and the programs. The paper was about $23 a ream (250 sheets).
I'm having tea length invites (about 4 x 9 in size). I'm using the same format for the programs. I'm folding the paper lengthwise, so it's about 4.25 x 11. I'm having a vellum insert (part of my leftover invite paper) and depending on the text, may have more than a few sheets. one thing I was going to do was by one of the die cut punches from Michaels (next time they have a 50% coupon) and have the die cut on the front and maybe underneath it'll have our names or our initial in some funky font.
I'm not sure about binding (may run it through a sewing machine to book bind it).
Martha has some nice ideas too. I think you can have fun. If you want standard booklets, Kinko's may be able to bind them for you.
Good luck!
