After looking at many places which had site fees starting between $1,800 to $2,000, I was very happy to find the James House which is on the grounds of Phelps Memorial Hospital in Sleepy Hollow. It's for small weddings. They allow up to 75 people for a sit-down dinner and 175 if you're renting both inside and outside. They recommend at least a 7 hour rental for weddings, that includes the time for the caterer to set up and clean up at the end. Inside only rental for 7 hours is $1,500. You can bring your own alcohol, but you have to choose a caterer from one of their list of caterers, otherwise there is an extra charge. I've talked to a few caterers and they're willing to work with whatever budget people have.
